Martin Altman has a wealth of critical infrastructure resilience experience in the utility industry, including implementation of innovative concepts. He is a strong leader and facilitator that brings more than 35 years of emergency and program management experience with local, state, and federal government entities. As a FEMA PA subject matter expert and technical manager, Mr. Altman has been instrumental in the recovery of approximately $20 billion in federal grants. He is currently an Advisor for Lane Electric providing expertise in federal regulation compliance and developing funding strategies to maximize Lane Electric’s reimbursement from the 2020 wildfires. Mr. Altman also manages a project for the Public Service Enterprise Group (PSEG)/Long Island Power Authority (LIPA), providing program management services for a $729 million Section 428 capped grant to harden 1,025 miles of power distribution, part of a $1.4 billion mitigation grant.

From 2005 to 2009, he held the PA Infrastructure Branch director position for FEMA’s Florida Long-Term Recovery Office where he managed the PA program. There, he oversaw more than 200 staff members working on project worksheet (PW) development, the closeout of nine declared storms, and more than 4,000 applications resulting in the recovery of more than $16 billion. From 2001 to 2004, Mr. Altman served as the FEMA Region VII project officer and closeout specialist for Kansas City, MO. Prior to his work with FEMA, he had extensive experience working with Emergency Hazardous Spill Response, Environmental Consulting and Remedial Action Industries, applying EPA 40 C.F.R., DOT49 C.F.R., and Occupational Safety and Health Administration (OSHA) 29C.F.R. regulations. Additionally, Mr. Altman has a wealth of expertise in determining root cause of system failures during weather events and has completed National Oceanic and Atmospheric Administration (NOAA) training for analyzing weather impacts during disasters.
